There are, depending on the state, TONS of reasons under "good cause" exceptions, that a person may quit a job and receive unemployment benefits. Anyone who has been through the unemployment system knows how to work these arrangements.

I've represented a substantial number of employers in appeals on "good cause" issues, and it is, in a word, easy. I've had employers lose appeals when it was clear cut, with the appellate officer knowing full well the employer will not file suit over it.
