And I don't think the problem is with professional level employees -- as a programmer you would be [somewhat] motivated to work because you can earn many times what you can get out of unemployment. That is not always true of lower paid employees who had just as soon extract what they can from UI as work.

It's a different story in Construction. People use it to take Winters off and work only in the Spring Summer and Fall.
