Muslims are exempted from the mandate because insurance is haraam.

That's a consequence of continuing to use the term, "insurance," for prepaid health care when it's clearly no longer such. If we quit calling it "insurance," there would be no religious claim.

As a practical matter, it's unlikely that there would be many claiming this exemption.
