Reagan worked very hard to develop consensus on TRA86 -- after proposing what he wanted, he negotiated in good faith to reach something that had bipartisan support. Obama has not had a major piece of legislation that HE proposed where there was the slightest effort to get Republican votes. It is really a pathetic way to run a country. This time, it backfired on him and he's having to eat crow.
