I'm not sure where you got that idea but it is dead wrong.

Congress is hired to represent people, not the "will of the people."

The "will of the people" is a fickle thing that can be influenced unduly by emotions of the moment and is no way to run a country.

Even though there is no evidence you've ever read a book, I would suggest one for you -- "Profiles in Courage", by JFK (no doubt, with a lot of help). This book may well be responsible for his election as president.

The entire book is based on US Senators who took unpopular stands based on righteous beliefs. THIS is what we hire senators (and congressmen) to do. Not to follow the whims of polls of the moment.

I'm guessing you didn't do so well in high school Civics.
