You've misinterpreted it and missed the point made in the second paragraph:

Sorry, but you are the one missing the point here...the author is saying that ACOs are an offshoot of ACA and that ACOs are unlikely to fix a broken system...the premise is that the system is already so fundamentally and deeply broken that it would require a cultural seachange to fix it...implied here is that that kind of change comes only under socialization...and the issue IS cost....if you don't fix the cost you don't have a viable system long term, no matter how many people you throw off the boat or how much of that cost you shift back to people as ryan or the republicans would...the nation still incurs the aggregate cost one way or the other, unless "an MRI starts costing what it does in France"....euphemistically speaking of course.
