Wrong. When National Guard units are not under Federal control, the governor is the commander-in-chief of the units of his or her respective state, territory (Guam, Virgin Islands), or commonwealth (Puerto Rico). You just cited Federal control in this instance. Again nobody was arrested under Federal Power. This discussion is about Police Powers by the Feds not the National Guard anyways. The Governor is NOT the CIC of the National Guard after Federal control.
