I'd be inclined to mark that POTUS/BP as hyperbole which is quite common in the oilpatch. "Oh yeah, we just discovered the largest oil field ever" turns out to be just a lot of talk and fodder for conspiracy hobbyists. If BP had just discovered some oil reserve large enough to be a market game changer it is the best kept secret in the history of both the White House and the Oilpatch -- both known exaggerators when it suits their needs. Seriously, a game-changing oil find would/could be kept secret for about a day... max.

FWIW, a lot of the new technology "improvement" for oil is on how to get the oil out QUICKER rather than actually finding more oil. In the short term, there is more supply. But because of the quicker depletion, there is an accelerated decline curve, "treadmill", that needs to be replaced.
