not necessarily.......I think 10% is a reasonable level for a public shelter which is REQUIRED to take all dogs from member towns. There are some private shelters which advertize that no dogs are ever euthanized. However, that can only be true if such a shelter accepts only those dogs which they know can be adopted (no serious health or behavioral issues) Given that, I think the Bergen County Animal Shelter does an outstanding job.
