Well, that is a bit of a stretch on bentway's part. However, we do know that ignoring all of the evidence did result in it happening. There certainly would have been a chance of heading it off if the Bush administration hadn't considered bin Laden a peculiar obsession by Clinton and wanted to focus on invading Iraq...

We'll never know. But we know it DID happen when W was president. We know he back-burnered terrorism (via Richard Clarke), because Condi, the Russian expert, thought it was a Clinton obsession. It's quite likely Gore, who was kept up to speed as VP, would have continued that.
