Clarke reported directly to Clinton every morning. As he would have with Gore. With Bush, Clarke reported to Condi, who basically round-filed him, since she thought terrorists were not a threat in the US, pre-9/11. It's all in Clarke's book, the ONLY man to apologize for 9/11.

911 was already in the planning when Bush took office. AQ committed a number of attacks on American targets overseas in the years leading up to 911 and basically got away with most of them. That encouraged them.
