Why should the law change? Because then they did not have nukes then. Times have changed. Ask that person in Arizona who had a gun on himself at the time the crazy opened fire on the Congress woman. He decided not to use his gun because the police, who is charged with protecting people would shoot him thinking that he is the real shooter. So we do not want our streets to become a shooting coral. Safety is best ensured through the definition of "roles and responsibilities" as we see happening in hospitals, food and drug manufacturing etc. If we have everybody taking on the role of the police then we have chaos.
