No I'm not excluding the suburbs. The metro area includes the suburbs. The "larger CSA" goes well beyond the suburbs as I've already explained. Hi speed rail is successful all around the world. Maybe politically successful (although I'm not really so sure about that outside a few countries), not usually economically successful. We are talking SF to LA......and the traffic between those two cities is horrendous. Just checked Google maps. The Japanese drive is 27 minutes longer (and I understand that it has higher tolls as well).
