Perhaps they shouldn't be.

Actually they aren't, they are just heavily restricted. They don't work so well for self-defense though, they are heavy (since you said "machine guns", not just "fully automatic weapons"), and not best suited for controlled close range fire. Still if you want to lift the restrictions, I won't fight you on it.
