The issue with constant communications between cars is what if one will give bad data?
i would imagine that the data will be verified by sensors in the road and other cars in full cooperation for the sake of safety. probably satellite data with long planning ahead and short term reaction to various conditions as they may happen, such as a sudden mechanical break down or animals in the road. all data will be at least double checked in real time.

On the whole what you propose for the future may happen, but I think it's 20+ yrs away...
sure, maybe even longer. but it is definitely coming.

But I think that as the technology evolves I think that it will realize the humans driving variable and adjust, such that older cars will still be on the road.
i feel certain that humans will not be allowed to drive the vehicles. older cars will simply have to be fitted with the technology.

it would be instantly recognized when a human tried driving. human reaction would be slow and erratic compared to computers, and very dangerous. full time and fuel efficiency limits could be approached. you could choose between fuel or time efficiency. there would be no traffic cops or stop lights or stop signs. computers would be in constant communication with all cars in a certain area and always choose the optimum path and speed for what you and everyone else wants. the thing is, you'd probably not want to watch the traffic approach as it would seem unsafe to you and therefore unnerving. side windows and a good book or tv would be best. if you could sleep while in motion you could always arrive at your destination refreshed. it will be a boon to mankind and once tried and trusted, we'll wonder how we ever got along without it.

EDIT: one more thing! you could go out every night and get plastered and since the car is driving, you'll never get a ticket and never have to worry about another drunk driver.
