Yes, there are two reasons we're losing our reserve status rapidly:
1) Bernanke is printing money on a massive scale, which undermines confidence in USD as a reserve holding. So countries are trying to diversify away from it.
2) That undermined confidence is leading to the BRICs and other emerging countries signing trade deals to use their own currencies for trade instead of the USD. That means they will sell dollars to hold more of their own currencies so they can conduct that trade.

Also, FYI. Consumer confidence is declining, not increasing as you suggested in your post. Congress is losing its appeal, because they are buffoons and the 99% are tired of suffering as the 1% get richer.

The Conference Board Consumer Confidence Index® Declines in March
NEW YORK, March 26, 2013…The Conference Board Consumer Confidence Index®, which had improved in February, declined in March. The Index now stands at 59.7 (1985=100), down from 68.0 in February. The Present Situation Index decreased to 57.9 from 61.4. The Expectations Index declined to 60.9 from 72.4 last month.
