Hey Greg, You should read a little more about what Cisco is up to. They ARE building a new Info Highway. It's a superfast Internet that connects eduacational and government institutions. In addition, they are working on a new schema called QoS or Quality of Service which allows for ISPs to prioritize their customers, so that the ones that pay more get faster service. This is called bandwidth management. It's happening, but you've got to keep you finger on the pulse to see where it is. Hope that helps you feel better!
