That is what they do, when they can't win by the rules that have been acceptable all along to both parties, change the rules to their favor. That's just it.......they are not acceptable rules. The filibuster requires a 60% approval of legislation at a time when the country is badly divided. Consequently very little needed legislation gets passed. Rs use the filibuster to the extreme these days.
