I don't know that much about this company but who in their right mind would be looking at this company now with the DEC purchase not even complete yet??

Nothing special about the 20-50% premium. I just put down a range. I was a shareholder of ROTC and IHS bought them for $19 or so at a time
when ROTC was at $17 or so. The only comforting thing is that there is still heavy insider ownership, so it is unlikely the CS will ever be sold unless the deal is really good.
