And of course you would try to ignore the first line in the story.

The opposing view, that Gorby had anything to do with it is simply unsupportable on the facts -- facts that cannot be disputed. In fact, it was Gorby who flatly admitted that they could not afford to counter the Reagan buildup.

There is ZERO evidence to suggest that if Gorby had thought he could have continued the Cold War he would have done anything but. TO be honest, anyone who even tries to make the argument you're making is just woefully ignorant of the facts. But we knew that.
