From what I have read, NZ is not protecting the small depositors (aka lenders to the bank). Makes Cyprus look pretty generous. Though I do get a sense that it is a thought out solution to banking failure after the taxpayer burden taken on in the 2008 bailout. I do think it is less likely in the US. We can use QE. The haircut still takes place, but nobody seems to notice.
