Jon, you are correct, but the SEC does not know if these are really individuals or officers, brokers, fund managers or others who are trying to illegally manipulate (by anonymity or false alias) stock prices. The (now classic) case study is Iomega which first caught the attention of the SEC and regulatory problems with the web.
