There are any number of things that might exist, but probably don't. If you want to claim something exists but cannot come up with even a hint of proof, that is what is called a crank.

The frequency with which it happens is totally immaterial. The incidence of fraud in publicly held companies is low, yet we find it necessary to conduct annual audits.

The fact that we BELIEVE there is no voter fraud is no justification for failing to have reasonable procedures in place to prevent it.
