Are public parks truly reliant on government? If people wanted open spaces they could form charitable trusts to preserve land. In fact they do that now. Because government has put itself first in the queue for this function we don't really know how much individuals would preserve without government.

In England vast swaths of land that function as public parkland are owned by royalty.
