A: No. Low-income households have been eligible for discounted telephone service for more than a decade. But the program is funded by telecom companies, not by taxes, and the president has nothing to do with it.

The authorization for this program was set up under Reagan. It was called the Lifeline program. It started first with helping those who are disabled or poor to have basic telephone service. When cell phones came out, they expanded the program to cellphones.

A lot are retired...I'd guess about 40 million. The other 50 million are unemployed. The net net is that all of these 90 million are withdrawing Entitlement money from our economy and not paying taxes. Is that sustainable?
