If such a measure were keeping more people from renting at all because they didn't have IDs than they lost through theft, Home Depot wouldn't continue IDing people, because ultimately that would be bad for Home Depot.

The measures you espouse prevent people who can vote a measure of well over 1,000 to 1 over the number of illegal votes that MIGHT happen. And it's bad for the country when people don't vote. Unless you're a Republican.
