Actually, I never found anyone in Quebec City who spoke English, outside of a few words here and there, What I did find were a lot of Israelis living in Quebec City who spoke Hebrew so I was saved the first time I went there in the summer of 1976. I was also amazed at the tremendous amount of Synagogues and huge Jewish population in Montreal. I thought I was vising Brooklyn North in a way. But to be honest, Montreal has it all over Brooklyn. Great city.
