Work produces money. Money does not produce work.

That means for every unit of money in circulation, there must be goods produced by work.

Now see what the developed country wanted:

Send the work (means of production) away and keep the money circulating within their countries.

The when their economies tanked, the just put more money in circulation (well in the hands of the banks at near zero interest rates and expected that people would go there borrowed that money and their economies would restart.
