It isn't illegal to do abortions in local hospitals anywhere in the US. It's just that 86% of ob-gyns won't perform them and it being still mostly a free country, you can't compel unwilling people to do something they don't want to do.

I wouldn't be surprised if Obamacare doesn't try to change that though.
