If Bush had concentrated on winning or avoiding the wars, and forgot about 'nation-building' he would have spent money only like a sober sailor.

I think Bush is an order of magnitude better than Obama. It's hard to imagine anyone worse than Obama.
He spent money like a drunken sailor and authored the Patriot Act. He gets a down arrow. The scary part is he was better than Oblama.
