It's TEXAS, Dave. They are surrounded by big open areas of cheap farmland, as far as the eye can see. Anyone who's ever been to Waco knows that. I don't think any person KNOWING THE RISK would have sited a school within 500 ft. of that plant. The plant owners lied repeatedly about the risk, and the local (R)'s never inspected them or doubted.

Even small localities can weigh the plusses and minuses of building a school next to a chemical factory. It was a decision they made for whatever reason. No one needs to meddle.

So in your view, the government should not act to protect the safety of children from incompetent and irresponsible school administrators?
