From the context of your post, it is apparent that your use of the term "Quality of Service" and especially your refernce of the specific acronym - "QoS", that you aren't quite clear on the specific technical use of this term.

I do not need a lawyer to understand the term Quality of Service.

The term is quite plan and simple.
