There's another reason besides possible lost commissions that brokers want to discourage people from asking for their certs. Firms can always short any shares that are in their own client's accounts, legally, because the firm they ask for permission is --THEMSELVES. So a standard party line that account execs use is "Don't worry, your shares are locked,..."

Just one other possible explanation. The consistency of the comments among all these brokers when certs are requested reminds me of Will Shakespeare's line: "Me thinks the brokers doth protest too much."
