While Bush did not accept terrorism in any form, the wars were targeted at those based on Islam. I get that you haven't studied this subject much, given your believe in the 9/11 conspiracy theories. But you might invest a little time in reading Sayyid Qutb's "Milestones", the document that essentially started the jihad against Americans.
