Al, I'm sure Inode could have worded his argument in a more "sensitive" way, but it's clear from the context what he meant.

Local officials are much more in tune with the needs of local families and children. Federal officials are generally too far removed from the actual citizens. They can only lay down broad policies and measure results using statistics.
