Years of drug abuse have not only twisted Koan's mind he believes all his abominations should be put on a pedestal and worshipped. He has come to some remarkable conclusions, number one being, all citizens should be educated to a Ph.D. level, even if they have no acumen or desire for such education, even if doing so would bankrupt the entire country. Koan does not actually put a value on a Ph.D. education, only the designation itself has a special meaning to him. Obviously in a drug induced state he was quite taken by someone that had a Ph.D.
