My wife was a food stamp examiner as a part time job back in the 70s. Her job was to ascertain whether people applying for food stamps were entitled to them. Most were according to the rules, but some gamed the system because their income was seasonal. Averaged over the year they weren't eligible, but in the winter they made no money so they applied for, and received, food stamps.

If several of them lived together and the sum of their income was ineligible, they would label and store their belongings separately on labeled shelves and closets. She didn't like it, but she had to pass them.

WE were qualified for food stamps, but it never even occurred to us to apply for them, as we were feeding our family just fine.
