I used to bid jobs in DC against this one guy. these jobs were in the range 10-50k small jobs. no matter the job he would bid 1000. agencies with non GSA restrictions would show me his bid and say what's up this bid, I said he's just gonna make more money on cost over run and other games, they would throw his bid in the trash.

one time I wrote the specs and bid a job for the AOC, he bid 1k mine was 40k. the AOC guy apologized to me and I told him get ready for the games, he said he would fight him. then the games, long story short, the gov guy was worn down because the job dragged for two years and his bosses were getting mad at him.

final cost 200k, the gov guy said it just cost too much to put it out to bid again
