Not until the Supreme Court SAYS SO they are not. (At least: not in legal effect.)

Right now two different federal appeals courts have issued rulings that disagree with each other, applying each to DIFFERENT appointments, and the Supreme Court will have to settle the issue.

PS --- if the D.C. Appeals Court sub-panel (all GOP appointed, FYI...) that ruled against the Labor Board appointments has it's particular ruling upheld when the top court rules then literally HUNDREDS of Presidential appointments, some dating back over 100 years, and including several made by President Reagan, etc., etc., and all of the actions that said appointees subsequently made will be likewise thrown into legal jeopardy.

So... we will see. (But pls pardon me if I don't find your personal opinion to be legally determinative.....)
