Well, that's sort of correct. You cannot buy a REAL ID or SSN. Of course not; these come only from the government.

However, you walk into a place that sells such items and purchase an authentic-enough looking SSN with the name and number of your choice. Do you have any idea how many people use the name and legitimate SSN of "Juan Gonzales"? It really doesn't matter if it isn't YOUR SSN; only that it is a good one and that it matches the name on the IRS IMF.

Similarly, the e-Verify system only verifies the information the employee provides on the I9. So, it is certainly not a big problem for anyone to get around the rules. If an employee provides a so-called "List A" document, that's really all he/she needs -- and from a prospective employer's POV, they've done all they need to do. And fakes of most of these documents can be obtained to match the fake SSN; all from the same booth at the flea market.

E-verify isn't used most places. I think mandatory use of E-verify would eliminate an awful lot of illegal immigration.
