Laws against stupid personal choices are both a waste of taxpayer dollars and an infringement on freedom.. Agreed - but driving while drunk or high is not a personal choice but a public endangerment. Whether a person is functional and another is not is not a problem of law or enforcement - pick a number and that's the law.
