About the author... where was he getting stoned? In a hotel lobby, where he's getting stoned on a couch?? Out in the country where his host has a 2 hole outhouse? Who has a private bathroom with 2 stalls?

Agreed - but driving while drunk or high is not a personal choice but a public endangerment. Whether a person is functional and another is not is not a problem of law or enforcement - pick a number and that's the law.

So a guy like Rat and koan who use daily have a higher tolerance. Makes sense.

I knew a construction worker who had quit smoking weed. He said when he was smoking he had to go check the prints all the time ... had no memory. After he'd quit for awhile, he found he could remember measurements much more.
