It is one way the government creates jobs. It also hires teachers, builds roads, (ostensibly) inspects factories and others work facilities, maintains armies, etc.

Except that's just not true. You're confusing the growth of the military-industrial complex with a lot of other things government spends money on. The TVA, for instance, wasn't worth doing?
