That is just blatantly false. Read up on the Chinese Exclusion Act 0f 1882 A Federal law signed by Chester A. Arthur!

But even without the Chinese Exclusion Act of 1882, there were many exclusions for various reasons prior to 1924. You're just dead wrong on this! Why in the world do you think Ellis Island was there for? Is was there to exclude people for hundreds of reasons who were not deemed fit to be allowed into the US. Go read some history buddy!

So that Chinese were excluded from entering after 1882 - do you think that should be called a "limitation on immigration"? What? Do you think Chinese and other Asians don't count? Should those being prevented from immigrating because of the Emergency Quota Act of 1921not be counted? If you were sick or too poor to be able to provide on your own and were sent back - do those not count as a "limitation to immigration"?
