I would like to suggest that we keep it simple as far as deciding if we want to drop none, one or two stocks. Each stock stays in, unless there is a nomination for a stock to be dropped. If there are no nominations, the portfolio stays intact. If there is a nomination, then majority rules on hold or sell decision for each nomination. Each stock nominated will remain in the portfolio if the majority votes to keep it in.
