It's an excellent way for (D)'s to make headway in redneck, (R) states - provide the population with health care, and make sure they know the local (R)'s they elected are AGAINST it!

I don't think it is nonsense for a state to reaffirm, a priori, that it will refuse to follow law that IT determines to be unconstitutional.


Oh, now it's the state that makes that determination? Ok, maybe we are headed for a second civil war after all.
