It's a safe storage issue - not urban/suburban - while I would have no problem with someone giving a gun as a gift at any age - that would never mean keep it in your room under your pillow and here's a box of shells at age 5. And even though my parents trusted me at 14 - they should not have trusted my friends from homes without guns - that's how your own gun savvy kids get shot. Heck I don't give new shooters more than one round at a range until I'm sure they got the safety thing down. They tend to get excited and forget what they are pointing at when they spin around the first time shooting a gun. Worse the double tap stories of shooting bystanders or themselves after their first encounter with real recoil.
