It's TEXAS Ted. The business-friendly state that isn't on a corp's ass with regulations and expensive rules.
They no doubt WERE required to have more, but as with everything else in this (R) tale, is anyone really checking?

Why in HELL should ANYONE "require" anyone else to have ANY amount of insurance? How is it anyone's business other than the insured? (Or the uninsured, as the case may be?)
