One place it's being used (I think) is to enable banks/Fannie/Freddie keeping vacant housing off the market, or paying the property taxes for people living for free on a property in default of their mortgage and therefore delaying foreclosure. The scam seems to be working -- housing up 11% in the past 12 months in Seattle. Nice trick with flat or declining incomes.
