Medicare Part D is a perfect example of a conservative approach to public health care. And it is no coincidence that Part D is the FIRST government health care program in history to come in under budget -- not by a little, but massively.

The net out of pocket cost of Part D -- after considering savings in Parts A & B, was probably in the range of 10-20B/year -- by today's standards, a trivial amount of money. And at the same time it substantially expanded other provisions that brought about more individual responsibility (HSAs, etc).

Part D was a perfect example of what happens when market forces are allowed to function in health care -- cost is reduced dramatically. And it absolutely disproved the liberal agenda of putting government in charge of health care. Part D essentially put the marketplace in charge, and was tremendously successful.

Until Obamacare destroyed it.
