Current testimony (and critical): "Only Secretary of State could grant exception"... This was because of testimony that Hicks was saying that the facility in Tripoli did not met "minimum security specs". Therefore, Secretary of State Clinton HAD TO GRANT AN EXCEPTION TO THIS SITUATION DIRECTLY...

Therefore, Secretary of State Clinton HAD TO GRANT AN EXCEPTION TO THIS SITUATION DIRECTLY... Why? So we could ship arms to Al Qaeda in Syria quickly and under the radar?
